For anyone considering a property purchase in the Cayman Islands, hurricane resilience is an important part of understanding a property and its surroundings. The islands’ location and geography mean that tropical weather is a natural consideration, particularly during hurricane season, when high winds, storm surges, and heavy rainfall can affect coastal areas across the Caribbean region.
For the Cayman Islands, Hurricane Ivan in 2004 remains an important reference point not only for the devastation brought about by the storm itself, but more importantly, because it prompted significant improvements in building standards, planning practices and hurricane preparedness.
Today, those lessons continue to inform and influence how properties are designed, built and evaluated — giving buyers a clearer framework for evaluating the resilience of any structure or development.
What changed after Hurricane Ivan?
Hurricane Ivan exposed vulnerabilities in Cayman’s buildings and infrastructure, which led to an extensive review and strengthening of the island’s approach to construction.
“The Cayman Islands government overhauled its disaster response and building regulations following the storm,” explains ERA real estate agent Janet Chisholm, adding that these changes culminated in the introduction of the 2006 Building Code Regulations, along with more comprehensive inspections from the Planning Department’s Building Control Unit.
Among the measures Janet highlights are the “mandatory use of hurricane straps securing rafters directly to the wall plates to prevent roof uplift in high winds,” along with greater use of metal roofing systems designed to withstand severe weather.
The standards have continued to evolve, avers fellow ERA real estate agent Rick Burgos. He notes that “Cayman’s building codes have gone through several updates since Hurricane Ivan in 2004” and says the Cayman Islands Building Code is designed “to meet modern international standards and address local conditions.”

The influence of stronger US hurricane standards is also relevant. “The Cayman Islands used the Miami-Dade County Building Code in home construction as a reference point,” Janet points out. “This helps to increase structural confidence in relation to flooding and doors, window and structural impact because of hurricane force wind.”
The result of these new measures is a more rigorous construction environment than what had existed before the storm. Nevertheless, buyers are urged to exercise due diligence and assess each property individually, preferably assisted by qualified professionals.
Which construction features should buyers look for?
A property’s resilience begins with its structure and the way it is designed to respond to high winds, wind-borne debris and flooding.
Janet recommends looking for “impact glass, hurricane shutters, hip roofs, reinforced concrete” and elevated foundations.
Similarly, Rick places particular emphasis on site or foundation elevation, as well as hurricane impact-rated windows and doors.
On top of these, he also recommends considering energy-efficient construction and insulation, along with a straightforward advise to “stay away from wood construction.” He notes that most banks will not finance wooden construction, making the issue relevant not only from a structural perspective but also when considering financing and future marketability.
How can buyers tell if a property is post-Ivan?
Construction date is a useful starting point, but buyers should verify the property’s history through proper documentation and inspection.
Janet recommends obtaining the property’s Certificate of Occupancy date through the Planning Department. She also highlights a physical indicator of post-Ivan construction: “The newer homes built after the storm have hurricane straps connecting the roof structure to the walls,” which can be verified by inspecting the attic.
Kristina King, also an ERA real estate agent, highlights another important change: “Post-Ivan changes, such as the requirement for finished-floor levels of seven feet above mean sea level near the sea or canals and five feet elsewhere, are essential.” She adds that “most builders are going above and beyond those minimum requirements to further reduce flood risk.”
For an individual purchase, professional due diligence remains essential. Rick recommends “attorney pre-contract inquiries and inspection surveys,” while ERA real estate agent and luxury property specialist EJ Bodden advises buyers to review the property’s survey and finished-floor elevation and, where appropriate, have “an engineer or other qualified professional assess the site.”
Are newer properties always safer?
Newer construction generally benefits from updated building standards, as well as more efficient materials and design practices that have been shaped by lessons learned from Ivan.
In general, Rick believes that newer properties are considered safer than older ones, adding that “age affects the lifespan of a building, so it should be a factor.”
However, Kristina offers an important qualification. “There are definitely well-built older properties that are just as safe as a newer build,” she says, noting that older properties may have been upgraded over time, including improvements to windows and doors.
“Many older properties continue to make any necessary upgrades to keep the property as hurricane-protected as possible, such as changing out windows and doors to hurricane rated,” she explains.
The more useful question for a buyer, therefore, is not simply “When was the property built?” but “How was it built, how has it been maintained, and what has been upgraded since?”
A well-maintained older residence with documented hurricane-related improvements may compare favorably with a newer property whose particular construction or site characteristics may call for closer scrutiny.
What red flags should buyers watch out for?
In a coastal environment, some of the most serious warning signs can be hidden beneath cosmetic improvements.
Janet cautions that “cosmetic fixes often hide deeply expensive structural liabilities.” One concern is concrete spalling, which can occur when salt penetrates the concrete and contributes to corrosion of the reinforcing steel. She also tells buyers to look for “horizontal or vertical cracking along structural columns, tie beams, or exterior walls,” particularly when accompanied by rust stains showing through the paint.
These conditions should not simply be dismissed as normal wear and tear. A qualified professional can help determine whether what seems to be a cosmetic issue actually indicates a more extensive structural concern.
Which areas face greater storm surge and flooding risk?
There is no simple map dividing Grand Cayman into safe and unsafe areas.
EJ puts the issue into perspective: “There is no single neighborhood on Grand Cayman that I would label ‘hurricane-proof’ or completely low-risk.”
She also cautions against ranking neighborhoods too rigidly as safe or unsafe because “hurricane risk depends heavily on the direction and strength of a particular storm.”
Her advice is to look beyond a property’s distance from the sea. “Don’t judge hurricane risk by distance from the water alone,” she says. Instead, buyers should consider “elevation, finished-floor height, surrounding topography, drainage, shoreline exposure, and the building’s construction.”
Janet identifies several locations where these considerations are particularly important. Red Bay and Prospect are low-lying areas that can be vulnerable to flooding, while South Sound has significant coastal exposure. Canal-front communities such as Snug Harbour, Canal Point and Governor’s Harbour also warrant careful attention because storm surge can travel inland through the canal network.
Cayman Kai and Rum Point face exposure to the open sea and North Sound. Along Seven Mile Beach, beachfront properties can be vulnerable to coastal erosion, surge and wave action, while the land side can be more shielded from direct wave impact. Similarly, she notes that the coastal edges of West Bay can take considerable battering during storms, while more inland areas are less exposed.
From an insurance perspective, Rick shares that “there is generally no difference in premium rating based solely on whether a property is located inland or on the waterfront.” However, he also says that “underwriting requirements tend to be more stringent for waterfront properties due to their greater exposure to storm surge, wave action, and coastal hazards.”
Does elevation matter more than distance from the coast?
For buyers evaluating flood risk, elevation may be one of the most important factors to investigate.
“In my opinion, elevation matters more than distance,” Rick says, recommending a level “greater than 8 to 10 feet.”
Janet states it simply: “Water cannot flow uphill. Higher ground should therefore be the first choice.” However, she also cautions against assuming that moving inland automatically means moving upward. Cayman’s terrain varies, and some inland areas may not have the elevation a buyer expects.
Kristina also considers elevation as “definitely something to look for,” particularly for those seeking ground-floor living. “Hurricane Ivan taught us many things and this was one of them,” she says, noting that some parts of the islands are lower-lying than others.
Grand Cayman is predominantly flat and low-lying, with coastal areas, shallow bays and canal networks that can influence storm-surge exposure. Elevated areas, including parts of Savannah and Lower Valley, the interior of East End and High Rock, and areas around the Mastic Trail and North Side, have been identified as locations where higher ground could provide greater protection from flooding.
Cayman Brac has a dramatically different topography, with the elevated Bluff rising to approximately 140 feet above sea level, although elevated terrain can bring greater exposure to high winds.
Little Cayman presents another profile. Much of the island is only a few feet above sea level, making elevation a major consideration during a major storm.
Always consider the bigger picture
For a luxury property purchase, hurricane resilience is best viewed through the full picture: the building’s construction, elevation, location, maintenance history, and exposure to coastal and weather-related hazards.
Rather than relying on age or proximity to the sea alone, buyers can gain clearer understanding by considering how these factors work together at the individual property level.
